Harcourt Progress is an incorporated association—formally known as The Harcourt Progress Association Inc. It is a member based organisation which encourages active participation and contribution and conducts regular public meetings to further a variety of goals and projects.

Harcourt Progress aims to:

  • Support initiatives that benefit the Harcourt community
  • Strengthen community connections
  • Promote local sporting, educational, recreational and cultural activities
  • Encourage and support volunteers within Harcourt.


Harcourt Progress is governed by Rules which comply with the Victorian Associations Incorporation Reform Act 2012.

The activity and administration of Harcourt Progress is guided by a steering committee, nominated and appointed annually at public meetings.

All Harcourt Progress members may join working groups and sub-committees and pursue specific areas of interest or initiate projects which align with the organisation’s goals. Only financial members may formally vote or nominate to the steering committee.

The association is guided by its Model Rules for an Incorporated Association and a Code of Conduct.


Harcourt Progress was originally founded to guide the vision and aspirations of the 2013 Harcourt Community Strategic Plan to fruition.
It was registered as an incorporated association (A0060355R) on 04 December 2013.


The steering committee of Harcourt Progress take a central role in guiding the association to meet its goals, as well as meeting its administrative obligations as an incorporated entity.

All financial members are eligible for nomination to the steering committee.
